Does Israel charge customs duty or VAT on an original painting imported from Brazil?

Israel's Tax Authority says that, in its parcel guide, shipments above $75 are subject to VAT and customs duty applies from $500, where applicable. The rate for a given painting depends on how the customs tariff classifies it, so this page states no painting-specific rate: the sources it read give none.

What the Israel Tax Authority says about goods arriving by parcel or courier

The Israel Tax Authority separates personal import from commercial import. Its page for residents describes personal import as goods intended for personal use, imported in reasonable quantities for that purpose, and says tax rates apply to each product according to its classification in the customs tariff. Shipping and insurance costs are added to the value of the goods, and taxes are calculated on that total (Israel Tax Authority, personal import, accessed 2026-10-11).

The parcel and courier guide, updated by the Authority on 30 July 2026, sets out value bands in US dollars. A shipment up to $75 is exempt from taxes; between $75 and $500 it is exempt from customs duties but subject to VAT and purchase tax where applicable; between $500 and $1,000 it is subject to VAT as well as customs duties and purchase tax where applicable; above $1,000 it is subject to VAT and purchase tax as paid by an importer engaged in commercial importation. For that top band the guide refers the customs duty and purchase tax rates to its separate rate sources, and this page does not claim that no duty applies. For the bands above $75, the guide adds that the amount is calculated on the value of the parcel plus shipping and insurance, and that currency conversion uses the exchange rate on the date the goods arrive in Israel, not the date of purchase (Israel Tax Authority, parcel and courier guide, accessed 2026-10-11).

Perfeito Studio states its prices in Brazilian reais, so the dollar value that matters for these bands is the one produced by that conversion on arrival. The rates themselves are not repeated here: the Authority points to a tax calculator and a consolidated rate table, and those, rather than a page like this one, are where a current figure is read. Both are published in Hebrew, so a customs agent can read them for an importer who does not read Hebrew.

Original painting or print: how the tariff draws the line

Customs classification is the hinge of the whole calculation. The Authority's tariff page states that correct classification of the goods determines the tax rates and any approvals, licences or standards, and it recommends professional advice because classification requires expertise (Israel Tax Authority, customs tariff, accessed 2026-10-11).

In the Authority's online tariff, Section XXI covers works of art, collectors' pieces and antiques. Heading 9701 is worded as paintings, drawings and pastels, executed entirely by hand, other than drawings of heading 49.06 and other than hand-painted or hand-decorated manufactured articles, together with collages, mosaics and similar decorative plaques (Israel customs tariff, Section XXI, accessed 2026-10-11; searching item 9701 in the same tariff opens the entry, Israel customs tariff, item 9701, accessed 2026-10-11). That wording is what separates a painting made by hand from a reproduction. A mass-produced print does not meet the words “executed entirely by hand”, and the tariff would treat it under whatever heading fits it instead.

This page did not retrieve the duty or VAT treatment that Israel attaches to heading 9701 or to prints, and it does not state one. The tariff in force on the day of reading is the one that counts, so the current figure is best read in the Authority's own calculator or confirmed with a licensed customs agent.

Who declares the painting, and who pays

The Authority's guide places responsibility with the person who ordered the parcel: that person is responsible for the details in the declaration to the customs authorities. It notes that the customs authorities may seize a parcel whose contents do not match the declaration or label, even if the recipient did not know, and that a false statement can lead to confiscation or a fine on top of the import taxes. It therefore suggests verifying with the supplier that the declaration on the parcel matches the goods and the price (Israel Tax Authority, parcel and courier guide, accessed 2026-10-11).

For express mail or courier shipments, the guide says the goods are cleared by a customs agent of the Israel Postal Company or of the courier or shipping company, the taxes are paid by the importer, and the courier collects them on delivery to the importer's home. Those companies charge a fee for that service in addition to the shipping cost (same guide). The general-information page lists the same kind of third-party charges: shipping, insurance and commissions for courier companies, customs agents or the Chamber of Commerce (Israel Tax Authority, personal import, accessed 2026-10-11).

Where an importer wants a customs agent to clear personal-use goods valued at more than $1,000, the Authority requests an authorization letter, filled in online as customs form 165 (Israel Tax Authority, power of attorney, accessed 2026-10-11).

What leaves Brazil with the painting

On the Brazilian side, Perfeito Studio ships internationally, quotes international shipping on request, and the buyer pays shipping as well as any import duties or taxes in the destination country. Professional packaging is included and transit insurance is available. The studio has not documented a shipment to Israel, so this page describes the Israeli rules as the Authority publishes them, not a route the studio has completed.

Every acquisition from the studio includes a signed Certificate of Authenticity carrying the technical record and Archive ID, and a fiscal invoice or official receipt. Whether those documents are what a given courier or agent asks for is a question for that courier or agent. For the route itself, see shipping original art internationally from Brazil, how a customs broker handles an art shipment and what insurance covers a painting in international transit.

From the studio

As an architect I am used to documents that travel with an object: a drawing set, a specification, a certificate of completion. A painting leaving Brasília is no different. Each work I paint is signed, catalogued under an Archive ID and photographed in detail before it is packed. At a border that plain description matters more than it does in a catalogue, because a declaration is read for what it says, not for what the painting means.

A large canvas such as Genesis of Flame (120 x 200 cm, mixed media on canvas, R$ 8,800) is built in layers of acrylic and metallic pigment. Tax is a conversation between the buyer, the courier and the customs authority of the destination, and I keep the studio's side precise so that conversation can start from accurate paper. The other works are in the gallery of original paintings.

Frequently asked

Does Israel charge VAT and customs on an original painting imported from Brazil?

The Israel Tax Authority says import taxes in personal import are customs duties, purchase tax and VAT, applied according to the goods' classification in the customs tariff and their value. Its value bands are published in US dollars. This page did not retrieve a duty or VAT figure specific to paintings, so none is given; the Authority's tax calculator and rate table are the sources to read.

Is an original painting treated differently from a print when it enters Israel?

The tariff classifies by what the object is. Heading 9701 in the Authority's online tariff covers paintings, drawings and pastels executed entirely by hand, and collages. A reproduction or mass-produced print does not fit that wording and would fall under another heading. The tax treatment of each heading was not retrieved for this page, so none is stated.

Who declares the painting to Israel Tax Authority customs: the buyer, the seller or the carrier?

According to the Authority's parcel and courier guide, the person who ordered the parcel is responsible for the details in the declaration. For express and courier shipments, a customs agent of the courier or shipping company clears the goods, and the importer pays the taxes. The guide advises verifying with the supplier that the declaration matches the goods and the price.

Which documents does the Israel Tax Authority mention for an imported painting?

The Authority says the tax calculation follows the value, the tariff classification and the customs declaration attached to the parcel. The sources read for this page do not give a closed list of required documents. They mention an authorization letter, customs form 165, when a personal importer wants a customs agent to clear goods worth over $1,000. Perfeito Studio issues a Certificate of Authenticity and a fiscal invoice or official receipt with each sale.

Do I need a customs broker to receive a painting in Israel?

The Authority's guide describes courier and postal customs agents clearing express shipments on the importer's behalf, with a fee charged in addition to shipping. Separately, it requests an authorization letter when a personal importer uses a customs agent for goods valued above $1,000. The guide does not say whether an independent agent is required.
